This is not something that the user needs to be aware of except if they want to adjust these files for a custom install.

If your see urls reference in the html along the lines of www.sitename.com/js/base/filename.js or www.sitename.com/css/base/filename.css then this data can be found in mod base.

Mod base also supplies the default html plates that are used to construct the site.
